Independent Custody Visitors (ICVs) are a key part of the justice system, making sure the rights of those in police custody are being maintained.

Going behind the scenes of police custody, ICVs get to see things that normal members of the public don’t.

Supported by the PCC John Campion, the amazing volunteers visit custody suites across West Mercia including Herefordshire, Worcestershire and Shropshire.

The visits provide an independent check on the way in which detainees are held, in accordance with the Police and Criminal Evidence Act 1984 guidelines, and also help foster better public understanding and confidence in the way prisoners are treated.

Be 18 years of age or over and pass the Non Police Personal Vetting (NPPV Level 2) process. Live or work in the West Mercia Police area of Herefordshire, Worcestershire, and Shropshire. Have the ability to travel to conduct visits, attend meetings and meet training requirements. Be flexible, reliable and have sufficient time to undertake the role of custody visitor, including some unsociable hours. Be an effective communicator both verbally and in writing, with people from a variety of backgrounds. Hold diversity and equalities in high regard, showing respect for the opinions, circumstances and feelings of colleagues and members of the public regardless of background, status, ethnicity, gender, sexuality or religion. Able to demonstrate an independent and impartial view in relation to all parties involved in the custody visiting process. Be able to work as part of a team to fulfil the PCC’s ICV Scheme responsibilities. Able to maintain strict confidentiality and adhere to policies and procedures, with a commitment to continued development. Able to use simple IT systems, such as e-mail and completing online forms.

Community Impact: Play a vital role in safeguarding detainee rights and promoting fairness in policing. Transparency & Accountability: Help build public confidence by providing independent oversight of custody conditions. Personal Development: Gain skills in communication, observation, and report writing, plus training in legal and human rights frameworks. Flexibility: Commit to occasional visits (typically every 4–6 weeks) with minimal disruption to your schedule. Support & Training: Receive comprehensive training, ongoing guidance, and reimbursement for travel expenses. Civic Engagement: Be the “eyes and ears” of your community, ensuring humane treatment and legal compliance.

West Mercia Police has well developed Covid-19 policies and if there is a heightened risk in the custody suite we would pause visits until it the risk is reduced. Masks and protective equipment are provided when necessary.
